Art.3. o Las Cámaras de provincia en sus sesiones ordinarias, o los Gobernadores cuando aquellas no estuvieren reunidas, podrán admitir las excusas que les dirijan los Senadores i Representantes para no concurrir a las sesiones por los impedimentos siguientes: primero, enfermedad grave bien sea del interesado, de su consorte, padres, hijos ó hermanos: segundo, hallarse prestando algun servicio importante a la República: tercero, obtener empleo de libre nombramiento del Poder Ejecutivo. Estos impedimentos para que excusen se comprobarán debidamente, i los comprobantes con las resolucion que sobre ellos haya recaído se pasarán a la Secretaria de la respectiva Cámara.
