Los organismos de tránsito no podrán efectuar el registro inicial a vehículos para el servicio público de transporte terrestre automotor de carga, hasta tanto cuenten con la Certificación de Cumplimiento de Requisitos para el Registro Inicial, expedida por el Ministerio de Transporte, que garantice que el solicitante cumplió con todos los requisitos establecidos.
