Articulo 13. El Consejo Directivo Regional de Televisión podrá deliberar con la asistencia de la mitad más uno de sus miembros, y sus decisiones se adoptaran con el voto favorable de la mitad más uno de los asistentes, siempre que esté presente el Ministro de Comunicaciones o el Director General de Navision.
