º Declárase igualmente de necesidad y conveniencia públicas la pronta construcción de Ferrocarril de Carare que partiendo de Tunja y atravesando territorio de las Provincias del Centro, Occidente o Ricaurte, en el Departamento de Boyacá, y Vélez, en el Departamento de Santander, termine en el río Magdalena.
