Competencia para la expedición de actos administrativos. Los actos administrativos a que se refieren los artículos 2.3.2.2.2.3., 2.3.2.2.3.5., 2.3.2.2.4.3. y 2.3.2.2.4.5. de este Decreto, serán expedidos por las secretarías de educación de las entidades territoriales certificadas, de manera exclusiva para el acceso de un establecimiento educativo privado a cualquiera de los regímenes ordinarios o al régimen controlado y cuando ocurra la reclasificación dentro del régimen de libertad vigilada.
