Provisión presupuestal. En todas las entidades públicas será obligatorio incluir en sus presupuestos las partidas necesarias para atender las cesantías de la respectiva vigencia como requisito indispensable para su presentación, trámite y aprobación por parte de la autoridad correspondiente. Los funcionarios competentes que sin justa causa no efectúen los reportes o no hagan las consignaciones referidas incurrirán en causal de mala conducta que será sancionada con arreglo al régimen disciplinario vigente.
