Art. 3.° Una vez determinado el punto en que deba terminar, sobre el rio Meta o uno de sus tributarios, el camino terrestre, el Poder Ejecutivo ordenará la construccion, ya sea por contrato o bien por administracion, de la parte de camino entre Villavicencio i aquel punto. En el Presupuesto de gastos se votarán las partidas correspondientes para llevar a efecto la construccion de este camino.
