Naturaleza jurídica y administración de los Fonset. Los Fonset son fondos cuenta y deben ser administrados como una cuenta especial sin personería jurídica. Serán administrados por el Gobernador o Alcalde, según el caso, quienes podrán delegar esta responsabilidad en el Secretario de Gobierno, o quien haga sus veces.
