ARTICULO 28. El presente Decreto rige a partir del 1º de octubre de 1991 y deroga en su parte pertinente al Decreto Ley 444 de 1967, al Decreto 624 de 1974, a la Ley 33 de 1975 y a las demás normas que le sean contrarias.
