Declárese como Patrimonio Cultural de la Nación el Festival Internacional Ipiales Cuna de Grandes Tríos, celebrado en el mes de octubre de cada año, en el municipio de Ipiales, departamento de Nariño, y se le reconoce la especificidad de la cultura de la región Andina colombiana y a la vez se le brinda protección como evento que exalta la identidad regional, de acuerdo al artículo 4° de la Ley 397 de 1997 y Ley Modificatoria 1185 de 2008.
