Para la expedición de una visa de servicio es requisito indispensable la solicitud formulada por la misión diplomática o consular, o por el representante del organismo internacional acreditado ante el Gobierno Nacional. En el Exterior la solicitud deberá ser formulada por el Ministerio de Relaciones Exteriores del país respectivo o por el organismo internacional correspondiente.
