El Gobierno queda autorizado para que una vez verificados los estudios, si de ello resulta que es mejor trasladar la población al continente, aplique a tal fin los recursos necesarios para conseguirlo, pudiendo abrir los créditos indispensables al Presupuesto, o arbitrar recursos extraordinarios.
