Artículo séptimo. Los dineros que ingresen al Fondo Rotatorio podrán serlo en moneda nacional o extranjera. Y el Gobierno determinará, conforme a las prescripciones de la Contraloría General de la República, la forma de manejar dichos dineros.

Parágrafo

primero. El Ministerio de Relaciones Exteriores queda facultado para señalar el tipo de cambio conforme al cual deban recaudarse en el exterior los impuestos, tasas y derechos establecidos por la Ley.

Parágrafo

segundo. Los excedentes por diferencias en el tipo de cambio ingresarán al Fondo Rotatorio. Igualmente el Fondo Rotatorio cubrirá el valor de las diferencias que resultaren desfavorables en la tasa de cambio.
