El gobierno nacional procederá a contratar con el instituto de Crédito Territorial la construcción de un Barrio Modelo en el puerto de Guapi, Departamento del cauca, con el objeto de sustituir las actuales construcciones por viviendas higiénicas de mampostería, que den mayor seguridad contra el fuego y demás elementos de destrucción.
