Una vez constituida la relación de cuentas por pagar (reservas de caja), los dineros sobrantes del Presupuesto Nacional, sin ninguna excepción, se reintegrarán a la Dirección General de Tesorería a más tardar el 1° de marzo de 1986, con la refrendación del ordenador, del Jefe de Presupuesto de la entidad o del Jefe de la División Delegada del Ministerio de Hacienda y Crédito Público, cuando ésta exista, y del Auditor de la Contraloría General de la República.
