La suma de que trata el artículo anterior será incluída en el presupuesto de Obras Públicas de la próxima, vigencia, y si por algún motivo no lo fuere, el Gobierno queda facultado para abrir los créditos y hacer los traslados correspondientes, a efecto de dar cumplimiento a lo dispuesto en el artículo 1°
