Créase una beca permanente en la Universidad Católica Bolivariana, denominada "Beca Manuel J. Betancur", que será ajudicada de acuerdo con la reglamentación que a este efecto dicte el Ministerio de Educación Nacional. Para la ajudicación de esta beca se preferirá un estudiante pobre natural de Medellín, lugar de nacimiento del doctor Betancur B.
