El Ministro de Hacienda y Crédito Público distribuirá los cargos a que se refiere el artículo 1º del presente Decreto, mediante acto administrativo, y ubicará al personal teniendo en cuenta la organización interna, las necesidades del servicio y los planes y programas de la entidad.
