La Secretaria de Administración Publica de la Presidencia de la República, sólo deberá pronunciarse previamente respecto de los contratos de prestación de servicios que proyecte celebrar la Empresa Nacional de Telecomunicaciones -Telecom- para los fines previstos en el artículo 1º del presente Decreto, cuya cuantía fuere igual o superior a cincuenta millones de pesos ($ 50.000.000.00).
