° Autorizase al Banco Central Hipotecario para conceder préstamos industriales hasta con 10 años de plazo e intereses al 5% anual, a los damnificados en los sucesos ocurridos en la ciudad de Cali el 7 de agosto último, con el objeto exclusivo de reconstruir o adquirir la maquinaria industrial que se hubiere perdido en tales sucesos, pero únicamente por la cuantía suficiente para restituir la maquinaría ti su estado anterior. El Banco Central Hipotecario podrá prestar hasta el 80% del valor del avalúo, teniendo en cuenta la garantía de la misma maquinaría que se adquiera con el crédito.
