Los prestadores y usuarios de los servicios reglamentados por esta ley deberán informar a las autoridades competentes cuando tengan conocimiento de la realización de alguna conducta contra el bienestar o la integridad física o emocional de un animal, en cumplimiento del principio de solidaridad social establecido en el artículo 3° de la Ley 1774 de 2016 .
