La construcción del edificio ordenada en la presente Ley, puede acometerla el Gobierno Nacional directamente o por medio de contrato de delegación con el Departamento Norte de Santander, a cuyo efecto se incluirán en los Presupuestos de la respectivas vigencias, las partidas necesarias, en armonía con lo dispuesto en el artículo anterior.
