º Determinación de los costos del Proyecto de Reforestación y cuantía del CIF. Para efectos de la determinación de la cuantía del lncentivo Forestal, el Ministerio de Agricultura y Desarrollo Rural determinará mediante resolución, a más tardar el 31 de octubre de cada año y para el año inmediatamente siguiente, el valor promedio de costos totales netos de establecimiento y mantenimiento de cada hectárea de plantación y de mantenimiento de hectárea de bosque natural. Corresponde también al Ministerio de Agricultura y Desarrollo Rural establecer, mediante resolución, la cuantía máxima porcentual que se reconocerá por concepto de certificado de incentivo forestal sobre los costos de establecimiento y mantenimiento de la plantación, con base en la propuesta que formule el Consejo Directivo de Incentivo Forestal.
