El Gobierno no podrá celebrar ni garantizar contratos de crédito externo cuando carezca de los correspondientes recursos internos sanos en moneda colombiana, necesarios para complementar los gastos en dólares. Se entiende por recursos internos sanos aquellos que no sean inflacionarios por sí solos.
