Las actuaciones administrativas se cumplirán dentro de los plazos señalados en las normas que las rigen. El retardo injustificado permitirá al interesado quejarse ante el respectivo superior y a éste imponer sanciones disciplinarias; todo esto sin perjuicio de la responsabilidad que al funcionario pueda corresponder.
