Responsabilidad. La entrega de los bienes, contratos, derechos y obligaciones a que se refiere el artículo anterior no exonera de responsabilidad a la entidad y funcionarios traspasantes por los hechos, omisiones, irregularidades e inconsistencias acaecidas con anterioridad a la fecha de entrega o por las que se presenten en los trámites administrativos, operaciones registradas y en las cifras que presentan los informes y anexos.
