Art. 4°. Eximese al Sr. Emigdio P. Solano de la responsabilidad que la Corte de Cuentas ha deducido a su cargo por las sumas de dinero pagadas por el como Administrador de la Aduana de Cartagena en los meses de diciembre de 1907, febrero y septiembre de 1898, provenientes de contratos celebrados por el Ministerio del Tesoro y en virtud de resoluciones del mismo.

Parágrafo

En consecuencia, se suspenderá contra el Sr. Emigdio P. Solano todo procedimiento emanado del alcance que por el motivo indicado le haya deducido la Corte de Cuentas.
