A partir del 1º. de enero de 1969, establécese un impuesto nacional adicional al predial equivalente al dos por mil sobre el monto de los avalúos catastrales, sobre las propiedades inmuebles situadas dentro del territorio comprendido por los planes de fomento y desarrollo del Instituto, según zonificación que deberá ser aprobada por el Departamento de Planeación Nacional.
