ARTICULO 22. En caso de que el infractor se haya allanado totalmente a los cargos, la multa correspondiente no excederá de un 70% del monto de la respectiva infracción, excepto en aquellos casos en que la actuación administrativa se haya iniciado en virtud de disposiciones dictadas en desarrollo de estados de excepción.
