En previsión de la ocurrencia de desastres naturales u otros tipos de catástrofes y durante las situaciones excepcionales, los órganos y organismos estatales, están obligados a poner a disposición los medios de comunicación que garanticen el intercambio de información, así como otros recursos materiales, transporte y bienes de consumo para auxiliar a la población afectada. El empleo de estos recursos será coordinado por la Dirección de Gestión del Riesgo del Ministerio del Interior y de Justicia.
