Art. 2. º Los individuos, así nacionales como extranjeros, que sirvan de comisionados ó Agentes de revolucionarios ante Gobiernos de otros países ó ante fuerzas invasoras de las indicadas en el artículo 1º para promover la invasión, facilitarla ó auxiliarla, serán castigados con la pena de muerte.
