° . autorizase al gobierno nacional, por conducto del ministerio de hacienda y crédito público y previo concepto de la junta monetaria, para emitir, colocar y mantener en circulación títulos y valores denominados pagares semestrales de emergencia económica, hasta por un total de mil millones de pesos, cuyo servicio se atenderá con fondos provenientes de los impuestos sobre las ventas, la renta y complementarios, correspondientes a 1974 y que se recauden en la vigencia fiscal de1975. Al efecto, el gobierno hará las apropiaciones presupuestales necesarias.
