Ámbito de aplicación de las actividades de auditoría. La auditoría podrá realizarse en forma integral a los procesos y actividades que realizan las entidades territoriales, o sobre proyectos específicos que se estén ejecutando con recursos del Sistema General de Participaciones. Para este efecto, el Ministerio de Hacienda y Crédito Público podrá adelantar diligencias, averiguaciones y/o solicitar información a los operadores de concesiones, administradores de servicios y en general a las personas naturales o jurídicas, públicas o privadas, que ejecutan proyectos o prestan servicios financiados con recursos del Sistema General de Participaciones.
