Los Departamentos a cuyo favor se liquiden participaciones por concepto de artículos que en virtud de reexportación hayan sido consumidos en otro Departamento, están obligados a reintegrar a éste la cantidad que le corresponda. Con tal fin, y para los efectos de las participaciones de los Municipios, las entidades departamentales establecerán el servicio de guías que sea necesario para obtener el control indispensable y para garantizar la efectividad de las participaciones de que se trata.
