Artículo b). Para las dos primeras elecciones parciales de Consejeros de Estado, podrán ser nombrados, además de los ciudadanos que reúnan los requisitos del Artículo 145, los abogados titulados que hubieren ejercido su profesión por un tiempo no menor de diez años.

Para la primera elección de Magistrados de Tribunales Superiores y de Jueces, podrán ser nombrados, además de los ciudadanos que reúnan los requisitos de los artículos 151 y 153, los abogados titulados que hubieren ejercido su profesión por un tiempo no menor de cinco años.
