En la Secretaria de cada Tribunal Superior de Distrito Judicial se llevará un libro especial en el que se anotaran los permisos concedidos a los estudiantes que pertenezcan a Consultorios Jurídicos y las certificaciones que se expidan a esta especie de litigantes no causaran derechos a favor del Tesoro Nacional.
