Art. 18. Las faltas accidentales del Secretario las suplirá el Oficial Mayor, y en ausencia de éste, el Presidente de la Oficina designará entre los empleados subalternos el que deba hacer las veces de Secretario, y llenará por nombramiento provisional en cualquier persona, la vacante accidental que deje el subalterno que entre á funcionar como Secretario.
