El Presidente de la República queda facultado hasta el 31 de diciembre de 1946, para modificar las leyes que establecen gastos públicos de carácter permanente, con el exclusivo fin de obtener economías dentro de las necesidades y eficacia de los servicios, y para efectuar traslados entre las diferentes secciones de la Ley de Apropiaciones, a fin de evitar el desequilibrio del Presupuesto y ajustar el costo de los servicios públicos.
