El Gobierno organizará en la Granja Escuela y en la subestación experimental de que trata el artículo anterior un internado para la preparación en expertos en el cultivo y defensa del cacao, y a tal fin se le autoriza para adquirir los terrenos, construir los locales y dictar todas las medidas conducentes al funcionamiento de las escuelas, tales como elaboración de pénsums, nombramiento de profesores y dotación de elementos.
