Reconócese como actividad profesional, regularizada y amparada por el Estado, el ejercicio del periodismo en cualesquiera de sus formas. El régimen de la profesión de periodista tiene, entre otros, los siguientes objetivos: Garantizar la libertad de información, expresión y asociación sindical; defender el gremio y establecer sistemas que procuren al periodista seguridad y progreso en el desempeño de sus labores.
