° Tan luego como las circunstancias del Tesoro lo permitan, el Gobierno comprará las líneas telefonícas de que habla el artículo 1.° inolusive las construídas en virtud de privilegio, y si los que las poseen se denegaren á venderlas en términos equitativos, el Gobierno decretará la expropiación de ellas, pudiendo, mientras tanto, suspender su servicio ó inspeccionarlos como lo estime más conveniente.
