Los raizales y residentes, legalmente establecidos, de San Andrés, Providencia y Santa Catalina islas, que no tengan la calidad de comerciantes, podrán ingresar mercancías, bienes y servicios extranjeros, en cantidades no comerciales mediante el pago del Impuesto Unico al Consumo, cuando a ello hubiere lugar, con la presentación de la Declaración Especial de Ingreso.
