Art. 2.° El Concesionario Sr. Liévano, ó quien su derecho hubiere, podrá empezar la construcción del ferrocarril, principiando de las orillas del río Magdalena, tan luégo como se haya dado al servicio público el camino de herradura de Villeta al río Magdalena, camino que hace parte integrante de la Empresa del ferrocarril.
