Art. 1.° Los Resguardos de las rentas nacionales quedarán divididos en doce Secciones: una para cada una de las Aduanas; una para cada uno de los puertos de Panamá y Colon; una para las Salinas en el Estado de Cundinamarca y el Territorio de San Martin, y otra para las Salinas en el Estado de Boyacá y el Territorio de Casanare.
