Art. 21. Si el Poder Ejecutivo estableciere cuerpos de resguardo independientes de los de Aduanas, podrán los respectivos jefes nombrar los guardas, si así lo dispusiere el mismo Poder Ejecutivo, i ejercer la facultad conferida a los Administradores de Aduanas por el artículo 25 de la lei de policía de puertos.
