Art. 3.° Los individuos que introduzcan carne de una circunscripción á ótra sin la guía de que trata el artículo anterior, ó sin permiso del arrendatario del impuesto de degüello de la circunscripción á que se haga la introducción, se considerarán defraudadores y quedarán sujetos á las penas establecidas en el artículo 2.° del decreto número 720 de 21 de Noviembre último ; pero la multa de que allí se habla será el cuádruplo del impuesto de que trata el artículo 1.° de este decreto.
