Los Departamentos tendrán independencia para la administración de los asuntos seccionales, con las limitaciones que establece la Constitución.

No habrá ramo del servicio público, nacional o seccional, en un Departamento que esté subordinado a otros Departamentos. Se exceptúa el servicio militar.
