Si las sumas destinadas por los artículos anteriores de la presente Ley, no fueren incluidas en el Presupuesto Nacional de la próxima vigencia fiscal, el Gobierno queda autorizado para financiar la cooperación de la Nación en la forma indicada, acordándola como el respectivo Departamento y Municipio, pudiendo emitir pagarés a corto plazo, o por cualquier otro medio adecuado.
