El servicio de cheques postales, a que se refiere el Decreto número 3144, de 17 de diciembre de 1936, se prestará por las oficinas habilitadas para el servicio de giros postales, del cual hace parte, y se atenderá con los fondos especiales de giros, de acuerdo con los reglamentos que dicten al efecto el Ministerio de Correos y Telégrafos y la Contraloría General de la República. Quedan así modificados los artículos 3º y 4º del citado Decreto número 3144 de 1936.
