Los fondos procedentes de créditos que el Gobierno Nacional obtenga para estudios básicos de proyectos susceptibles de financiación externa, deberán ser destinados preferentemente, cuando menos en su sesenta por ciento (60%) a estudios sobre proyectos que beneficien las zonas menos desarrolladas del país, especialmente aquellas que no hayan tenido participación en los proyectos que ya se hallen financiados.
